ALERT: Pawnbrokers should watch for any declarations from their city or county governments about pawn stores being allowed to operate, or not. Pawnbrokers are Allowed to Remain Open during the COVID-19 Mitigation Period – Pawn Store Employees Should Not Be Prevented from Getting to Work


To Whom It May Concern:

The person carrying this letter, [insert employee name], is employed by a licensed pawnbroker, [Pawnshop Name], in [insert name of jurisdiction]. 

Pawnbrokers are “Financial Institutions” under Federal Law. (See 31 U.S.C.A. § 5312(a)(2)(o); 15 U.S.C.A. § 6809; 12 U.S.C.A. § 1843(k)(1)).  Because pawnbrokers are “financial institutions,” our stores and services are part of the nation’s critical infrastructure under 42 U.S.C. 5195c(e), the recent Presidential Policy Directive 21 (PPD-21), and the Department of Homeland Security on  March 19, 2020 designated our employees as ESSENTIAL CRITICAL INFRASTRUCTURE WORKERS under DHS’ Cybersecurity and Infrastructure Security Agency (“CISA”) Memorandum on Identification of Essential Critical Infrastructure Workers During COVID-19 Response, On March 16, 2020, the President of the United States issued guidance regarding workers in the critical infrastructure industry stating that they have “a special responsibility” to maintain a normal work schedule.

As a critical infrastructure worker, the pawn store employee should not be considered under any current travel restrictions issued in connection with the COVID-19 mitigation efforts. If you have questions regarding this person’s exemption, please contact [INSERT CONTACT INFO].
